Question: What is open government partnership?

Answer: The Open Government Partnership (OGP) is a multilateral initiative that aims to secure concrete commitments from governments to promote transparency, empower citizens, fight corruption, and harness new technologies to strengthen governance.

Question: When was OGP introduced into Vietnam ?
Answer: The initiative was introduced to Vietnam in 2014. As a result of this, the Vietnam OGP working group, which is a consortium of local organizations and individuals sharing interests and enthusiasm for promoting OGP in Vietnam, was established.

Question: Why Vietnam should join OGP?
Answer: As an international initiative on strengthening governance, OGP has positive implications for all member states. OGP can help Vietnam: • Build the trust of the people on the leadership • Speed up the reform of State management • Strengthen the nation’s image and reputation in the international community and the business community. • Utilize support and assistance of international community and the people to improve the effectiveness of public governance. • Effectively implement international treaties and national legal documents on corruption prevention and control. • Further promote constructive cooperation between the state and civil society in improving the quality of public governance. • Position itself in the competition in ASEAN and globally to attract high quality FDI.

Question: What are major challenges to Vietnam in participating OGP?

Answer: According to the Study on the Prospect of Vietnam’s Participation in the Open Government Partnership Initiative (2016), there were some major challenges identified. They include • The culture of secrecy in governance,• “Interest groups” and limited pressure from people and enterprises, • Weak civil society organizations and difficulties of the domestic press, • Lack of concrete, substantial support, and assistance from the development partners, and the extensiveness of OGP.

Questions: Whats is the roadmap for Vietnam to join OGP?
Answer: It is quite difficult to determine when exactly Vietnam will participate in OGP, though regarding the development trends, Vietnam’s participation in this mechanism is inevitable. According to this approach, the roadmap for the OGP in Vietnam can be outlined as follows: • Studying the feasibility of OGP for Vietnam • Raising awareness on OGP • Building up a network of key stakeholders  • Supporting the State in participating in OGP. • Supporting the State in implementing OGP commitments.
