Digital Transformation in public sector towards a digital government

The fourth industrial revolution is gaining momentum in recent years with the popularity of broadband and digital transformation.

Digital transformation In 2017, the digital transformation will become a “digital typhoon” with great impact on technology and everyday life. According to Gartner, by 2020 there will be hundreds of millions of consumers shopping at Augmented Reality stores, people will talk to computers (bots) more than to their partners, and more than a third of human interaction on websites will be in natural language.

Transformation from E-Government to Digital Government

According to the OECD, electronic government (E-Government) is the first step towards a digital government. A digital government applies digital technologies as an integral part of the modernization strategy for government agencies. It will bring tremendous social value, satisfy the public and businesses with equality and efficiency, and promote compliance with legislation.

Towards a digital government To build a digital government, the OECD has issued guidelines which emphasized key points:

  • Ensuring the openness, transparency and completeness of government processes and activities in the strategy to build a digital government.
  • Encouraging the participation of private and public entities and communities in policy formulation as well as in the development and operation of social services.
  • Building a public service environment using reliable data, ensuring that data is used and shared to promote transparency and openness.
  • The government also needs to adopt policies and measures to manage and minimize digital security and privacy issues with appropriate security measures.

In order to leverage the digital transformation to enhance the efficiency and quality of public services in Vietnam, the government needs to invest heavily in the “National Program for the Application of Information Technology in the Operation of State Agencies in 2016 – 2020”. It also needs to accomplish the objectives of the “Government’s Resolution about E-Government” and update the “Vietnam E-Government Architecture Framework with Digital Transformation”.

According to recommendation by the OECD, the national databases of residents, businesses, finance… should be developed so that government branches can connect and exchange data in the provision of public services.

To build national information systems and electronic public service systems effectively, it is necessary to accelerate the construction of channels to exchange and connect information between government agencies (G2G). The government should invest and allow businesses to join public-private partnership (PPP) in the construction and supply of electronic services to society. This will create an ecosystem around the digital government to improve the efficiency of public services and the leveraging of social resources. The government could take the initiative to control and acquire additional channels to collect and exchange information between government and businesses (G2B) and between government and citizens (G2C).

In the process of developing electronic services, requirements for integrated data analysis should be made to enhance interoperability and gain public feedback. This allows the digital government to improve the quality of public services as well as to detect risks and intentional fraud by businesses and individuals.

Conclusion

In the era of digital transformation to a digital economy, computerized systems with full real-time data will give public agencies insights into their own operations as well as social needs, behaviors and risks in order to plan, support and make timely decisions. A digital core connecting all digital information including digital citizens and digital businesses, leveraging the Internet of Things (IoT) to form a real-time network, will bring a perfect digital government in the future.
